27] – On Tues., May 16 at 4 PM ET, Stanford University is hosting Miriam Barnum, University of Southern California, who will address Internal Security Threats and WMD Proliferation. Why do states pursue chemical and biological weapons (CBW), despite their limited strategic utility and their prohibition (during some time periods) under international law? Utilizing original quantitative data, she finds that internal threats to a state’s governing regime, while often neglected in theories of arming and weapons proliferation, play a significant role in driving states’ choices to pursue chemical and biological weapons. Regimes may pursue CBW in response to two types of domestic threats: coup risk, and the risk of domestic rebellion or civil conflict. In particular, she finds that governing regimes facing increases in the risk of a coup may be more likely to initiate chemical and biological weapons programs, and that regimes experiencing domestic unrest may be more likely to begin pursuing chemical weapons. She also examines evidence for external security pathways motivating weapons pursuit, and finds that proliferators treat biological weapons more like other ‘strategic weapons’ than they do chemical weapons. These findings have important implications for counter-proliferation policy, deterrence, and a theoretical understanding of arming and arms racing. 28] – Join the Baltimore Nonviolence Center on Tues., May 16 from 4:30 to 5 PM ET at 33rd and N. Charles Sts. The invasion of Ukraine has the potential to become a war extending throughout Europe.  Putin has destroyed Aleppo and Grozny and has threatened the use of nuclear weapons.  Russian soldiers were sent into the area around the contaminated and still radioactive Chernobyl nuclear plant. Now they are stationed in the Zaporizhzhia nuclear power plant, the largest in Europe.   People who believe in peace and justice should come forward and take the risks of peace. The burial sites continue to expose ruthless war crimes by the invaders, Contact Max at mobuszewski2001 at Comcast dot net or 410-323-1607.

35] – On Wed., May 17 at 10 AM ET, check out a hybrid event US-ROK-Japan Trilateral Relations & Integrated Deterrence.  You can attend by going to the KEI Conference Facility, 1800 K St. NW, WDC.  Or you can watch the discussion on YouTube by RSVP at https://keia.org/event/us-rok-japan-trilateral-relations-integrated-deterrence/.  The speakers are Becca Wasser, The Gaming Lab Center for a New American Security; James Schoff, Sasakawa Peace Foundation USA; and Bee Yun Jo, Korea Institute for Defense Analyses.  The US Department of Defense [sic] advanced the concept of integrated deterrence in its 2022 National Defense [sic] Strategy (NDS), which seeks to integrate all tools of national power across domains, geography, and spectrum of conflict, while working with allies and partners. Nevertheless, there remains uncertainty surrounding integrated deterrence as a concept, how it can be implemented, and, critically, how key U.S. allies and partners view it. Given the importance of US-ROK-Japan trilateral relations — and recent improvements in bilateral relations between Tokyo and Seoul — KEI is bringing together three experts to help shed light on the concept of integrated deterrence in a trilateral context and help us better understand allied perspectives on the still-evolving concept.
