Deterrence theorists and practitioners have struggled with the relationship between nuclear and conventional weapons since the beginning of the nuclear era. The emergence and rapid proliferation of high-precision long-range conventional missiles has generated new challenges to deterrence, as well as reshaped old ones, raising a number of questions. Can conventional weapons replace nuclear weapons as the primary deterrence tool? How does dual capability of many of these weapons affect the stability of strategic relationships? 46] – The Nuclear Weapon Button: Presidential Power and Reducing the Threat of Nuclear War will be discussed on Wed., Oct. 27 from noon to 1 PM EDT.  The recent publication of “Peril” by Bob Woodward and Robert Costa brought to light an incident involving General Mark Milley, chairman of the Joint Chiefs of Staff. In the waning months of the Trump administration, Milley contacted his counterpart in China and reassured the Chinese government that the US would maintain strategic stability, particularly regarding US nuclear weapons. Republicans have soundly criticized General Milley for his actions. However, in a Wall Street Journal editorial on October 4, William Perry, former Secretary of Defense [sic], stated: “The problem is not that General Milley deviated from policy; The problem is the policy.”
