The Israeli military operates a special unit known as the “Legitimization Cell” that exists to create propaganda justifying the military’s targeting of civilian infrastructure and civilians, particularly journalists, in order to ensure that Israel maintains its legitimacy on the world stage, an investigation finds.

According to a +972 Magazine and Local Call investigation published Thursday, the Legitimization Cell is a public relations unit that is tasked with finding a narrative to create cover for some of the most highly criticized actions by Israel’s military.

“If the global media is talking about Israel killing innocent journalists, then immediately there’s a push to find one journalist who might not be so innocent — as if that somehow makes killing the other 20 acceptable,” an Israeli intelligence source told journalist Yuval Abraham.

“The idea was to [allow the military to] operate without pressure, so countries like America wouldn’t stop supplying weapons,” another Israeli source said.

Observers have seen this pattern play out numerous times, including in the recent assassination of famous Gaza journalist Anas Al-Sharif, who Israel killed along with five other Al Jazeera journalists earlier this week. Israel has long smeared Al-Sharif as a member of Hamas — claims that he always denied and for which Israel has not provided any evidence that can be independently verified.

Israel does this regularly. Last year, after killing Al Jazeera journalist Ismail al-GhoulIsraeli officials claimed that he was given a Hamas military ranking in 2007 — when al-Ghoul was only 10 years old.

“[T]hree intelligence sources said the army treated the media as an extension of the battlefield, allowing it to declassify sensitive intelligence for public release,” said the investigation.

+972 and Local Call report that the Legitimization Cell is responsible for narratives like its denial of responsibility for the strike on Al-Ahli Hospital in Gaza City in October 2023 — a high-profile strike that killed hundreds of Palestinians. The bombing gained widespread media attention as one of Israel’s first strikes on Gaza’s health care system that it has now destroyed, with Al-Ahli put out of service by Israeli attacks.

A flood of disinformation sourced from the military — much of which was later debunked by numerous investigations — followed the attack. The day after, the Legitimization Unit put out a recording of a phone call that it claimed was between two Hamas operatives saying that the hospital was struck by a misfired Hamas or Palestinian Islamic Jihad rocket.

But this claim was roundly debunked by analysts and multiple news outlets. And the phone call, too, was fake — a Palestinian human rights activist told +972 and Local Call that it was actually a benign phone call between him and his civilian friend that had been intercepted by the military. Israel keeps a huge database of Palestinians’ phone calls as part of its vast surveillance network.

In response to the report, the Israeli military outright admitted that Israeli military intelligence maintains “research teams” that have the goal of “discredit[ing]” journalists reporting from Gaza who are supposedly “Hamas members.”

But, despite supposedly being responsible for finding journalists’ ties to Hamas, the “research teams do not play a role in the selection of individual targets to be attacked,” the report finds — meaning that they are looking for justification after the fact.

“There was this phrase, ‘That’s good for legitimacy,’” one source told +972 and Local Call. “The goal was simply to find as much material as possible to serve hasbara efforts.”

Sources recalled a case where the Legitimization Unit falsely represented a journalist as a member of Hamas’s military wing, saying that the propaganda research cell was “eager” and “excited” about the narrative. “In the end, they realized he really was a journalist,” and he wasn’t targeted, one source claimed.

Israel has long had a robust propaganda operation — so robust, in fact, that Israel has exported some of its intelligence and surveillance technologies. Members of one of its well-known intelligence units, Unit 8200, are trained in Israel but go on to work across numerous sectors, including as journalists in the U.S. at outlets key to shaping American opinion.

Israel Kills 5 Journalists in Strike on Gaza Hospital, Including AP Reporter

 On Tuesdays from 4:30 to 5 PM at 33rd & N. Charles Streets in Baltimore, Janice, Stan Becker and I gather there with signs and leaflets decrying the ongoing genocide in Palestine.  A number of drivers and others show support for our efforts.  On occasion, though, a person will disagree with our perspective.  On August 12, a person approached Janice and I and proudly announced he is Jewish, supports Israel and is involved in weapons contracting.  I generally try to elicit some kind of information from all who object.  I am naïve and do this to try to see if a logical argument might convince the person to rethink their beliefs.

 This person was quite young and a bit cocky.  I brought up the killing of the journalists on August 10, and this did not result in any expression of sympathy for the deceased.  He indicated that Netanyahu said he was sending in international journalists.  My retort was why would anyone believe the prime minister.  Note those independent journalists have yet to arrive.

 When he tried to make the point that we did not understand the situation in Israel, I informed him that In 1989 I was part of a human rights delegation which traveled in Israel and occupied Palestine. I saw apartheid there no different than the one I witnessed in South Africa.  Our objector, however, saw no war crimes being committed by the IDF and expressed no concern for the starving masses. Images of dead children or those with significant injuries or amputated limbs were not going to change his mind. Israel can do no harm. When he realized we saw through his genocide-denial obfuscation, he abruptly called us Hamas and went away. These genocide deniers are similar to MGA supporters.  The IDF is the most moral army in the world, and Donald Trump should win the Nobel Peace Prize.  Kagiso, Max

Israeli forces killed five journalists and those who came to rescue them in an apparent “double tap” strike on a major hospital in southern Gaza on Monday, in a massacre that health officials say left at least 20 Palestinians dead.

Gaza officials confirmed the journalists’ deaths. Hussam al-Masri, Mariam Abu Dagga, Mohammad Salama, and Moaz Abu Taha were killed immediately, while Ahmed Abu Aziz later died of his injuries. The journalists have done work for numerous outlets, with Dagga having worked for The Associated Press; al-Masri for Reuters; Salama for Al Jazeera; Salama and Aziz for Middle East Eye; and more.

The journalists were on the top floor of Nasser Hospital, the main hospital in southern Gaza, when Israel bombed them. Witnesses said that about 10 to 15 minutes later, as a group of civil defense workers responded to the attack, Israel bombed the hospital again, killing the medical workers as well. The hospital said that four of its staff had been killed.

The second strike was captured on a live broadcast on al-Ghad TV.

Double tap strikes violate international law, and have reportedly been increasingly used by Israeli forces in targeting Palestinian health workers in Gaza.

Israel acknowledged the strike, but said that it is opening an inquiry into the attack, claiming that Israeli forces do not target journalists — even as officials have openly bragged about their assassinations of Palestinian journalists, many of whom they have labelled as “terrorists.” A recent investigation found, in fact, that Israel has an entire intelligence unit tasked with justifying such killings.

Journalists often use the part of the hospital struck by Israel for live broadcasts, a surgeon who works at Nasser told The Washington Post. Euro-Med Human Rights Monitor reported seeing an Israeli surveillance drone over the facility before the attack, “providing further evidence that it was deliberate and intelligence-guided, with precise information collected about the site and the victims.”

The Associated Press wrote that Dagga frequently worked out of Nasser. In her latest report for APon August 14, she reported on malnourished children in the hospital who were dying or at risk of death because of Israel’s near-total blockade on food and supplies needed to treat severe starvation cases.

Al Jazeera has reported that over 270 journalists have been killed in Israel’s genocide. The journalist death toll in Gaza is the worst of any war in modern history, with more journalists killed than in the last seven major U.S.-involved wars combined, including both world wars.

UN experts have said that Israel is killing journalists in order to erase witnesses to its atrocities, especially as it embarks on its destruction of Gaza City.

“Palestinian journalists right now are crying. If I show you my colleagues that are sitting between their reporting and live shifts, they’re trying to hold their tears, trying to find the words to describe what is going on. Our colleagues were killed live on air,” said Al Jazeera journalist Hind Khoudary. “There’s no way there are any words to describe what’s happening.”

“How many times are we going to continue reporting on the killing of our colleagues or the killing of other journalists working with Al Jazeera and other news outlets?” Khoudary asked.

UN Special Rapporteur for the occupied Palestinian territory Francesca Albanese pleaded with countries to intervene to end Israel’s slaughter.

“Scenes like this unfold every moment in Gaza, often unseen, largely undocumented. I beg STATES: how much more must be witnessed before you act to stop this carnage?” she wrote.

 Thank you to Senator Charles E. Sydnor III and Sharonda Huffman, President of the Blue and Gold Democratic Club, for organizing this public information seminar with the Greater Baltimore Urban League. Baltimore County is one of those places where strong Voting Rights Act enforcement is needed most, given the County’s disgraceful history of locking Black and Brown people out of representative government. This is true now more than ever, given the perilous moment our democracy faces today. No matter what supporters of the Council’s map want us to believe, the Bill 55-25 map underrepresents 48% of the population, relegating people of color to 22% of the 9 districts. After ignoring the work and recommendations of their own Redistricting Commission, the Council has drawn a map that gives the shrinking 52% white population unbeatable majorities in 88% of the districts. And 26% - the majority - of minority residents, whose communities are found on both sides of the County, are ignored. This 2-0-7 map (2 majority-Black, zero majority-BIPOC [Black, Indigenous, and other People of Color, which refers to all non-white racial and ethnic groups as reported in U.S. Census data], and 7 majority-white districts) violates the Voting Rights Act and fair representation.  Additional hearings will take place on Tues., Sept. 9 at 4 PM and Mon., Sept. 15 at 6 PM ET.
