Congressperson Jim McGovern (MA-02) will present this year’s Letelier-Moffitt International Award to Tutela Legal.  McGovern has led the call for international human rights in the U.S. Congress for decades.  His 1989 investigation of murders committed by the U.S.-backed Salvadoran military revolutionized American foreign policy by making future military aid contingent on improved human rights and a negotiated peace in El Salvador.
