To be discussed is U.S.-China Strategic Rivalry and U.S.-ROK Cooperation after the Biden-Moon Summit.  In their first summit meeting held last May, South Korean President Moon Jae-in and U.S. President Joe Biden rejuvenated the decades-long alliance by not only focusing on traditional bilateral topics but also addressing new regional and global issues in the context of the intensifying U.S.-China strategic rivalry—including climate change, supply chains, and freedom of navigation in the South China Sea. The agreements made at the summit could have long-term ramifications for South Korea’s strategic positioning in Northeast Asia and the United States’ broader regional strategy. He sets out new principles to guide the United States, the once-but-no-longer sole superpower as it navigates a transformed world. Yet as we confront a radically changed world, it has become indisputably clear that the terms of that policy have failed. Washington’s insistence that a market economy is compatible with the common good, its faith in the idea of the “West” and its “special relationships,” its conviction that global military primacy is the key to a stable and sustainable world order—these have brought endless wars and a succession of moral and material disasters.
